That is a template for a database and not a database file. AFAIK, LibreOffice
is not able to generate a database from such a template. So this would be a
feature request.
If you generate a database from it with Microsoft Access 2007, then using LO
3.6.1 to connect to it via driver "MS Access 2007" the wizard hangs in step
"Save". That has been reported in bug 53070.
