Starting with a text document I added pages with pictures and short labels
only.  I did this by inserting two consecutive manual breaks, and inserting
pictures from files, formatting them and, in the absence of text, anchoring
them to the page. Finally I added the labels. So far so good.

When it became necessary to make a change earlier in the document that involved
an increase or decrease in the number of pages, the page of pictures was
wrecked.  It appears that "anchored to page" currently means anchored to the
Nth page of the document without regard to manual breaks so that the pictures
become mixed with text from another page. I do not believe that this is a
helpful feature. 

Even this behaviour is not consistent.  I found that some pictures became
"ghosts" on other pages. I use the term "ghost" to describe a picture that is
not visible but when clicked upon (by chance or in course of a random search)
its position is revealed by the appearance of the 8 dots defining its outline. 
When a "ghost" is selected in this way it may be cut or copied and pasted and
becomes visible. I have not yet worked out the particular events that lead to
ghosts or the page where they will be found.
