This does not work in macOS 10.14.0 + LO 6.0.6.2 either.
1. Create document
2. File > Export As > PDF
3. Security, set passwords
4. Choose no changes, no allowance of copying.
5. Export
6. Open PDF and highlight any text, command-C.
7. Open another document, command-V. The text from step 6 pastes.
Copy protection does not work at all. This is an old bug; it needs to be fixed.
