this video show the strange behavior when copy a cell whith conditional
formatting.

Problem description: 
when click on the right bottom corner of cell and go down like a multi copy
cell the conditional formatting don't increes the number of reference cell

Steps to reproduce:
1.choose the cell and select the conditional formatting from menu

2. in the first condition select :
the formula is: and write this "$ToDo.$B$1<$ToDo.$A$1"

3. then click and keep it pressed on the right bottom corner and the cross
appear ,now you can move down the mouse so in the follow cell will copy the
conditional formatting.

Current behavior:
But the number of cell wasn't increese

Expected behavior:
