IMHO This is not a bug and it's been like that since version 3.4

See bug 37860 or bug 37942

Already in previous versions (OOo 3.2.1 but 2.4.2 ...):
ISTEXT(B1) = true if B1 = ""
ISTEXT(B1) = false if B1 is empty

So a string of zero length is not equal to nothing

It would have been nice if the habit is to use ...
=IF(A1<>""; A1)

... with a cell style "no leading zero" so as to not
display FALSE in the case of untested alternative ...
