I tested with VM openSUSE-Leap-15.0-GNOME-Live-x86_64. No repro.
Alan, it's up to you to test what happens. More likely it's some local issue on
your system than that this basic feature is LO bug.
You didn't write which Suse version, which LO, how it was installed, did you
try to reinstall or new version.
When you make such invalid report like "Cannot cut and paste whole rows and
columns" you will draw attention but that's not correct.
