1. The original issue (filed more than half a year ago) has nothing to do with
KB2999226: the daily builds have only recently (~last month) received the MSUs
for the UCRT - see bug 124794 comment 11.
2. The KB is, as mentioned, UCRT required for LibreOffice to work. It is
attempted to be installed on Windows versions prior to Windows 10 (those older
versions don't have it "from factory" and need installed); *unconditionally* -
because of lack of reliable technology to detect if it's properly installed on
the system (see tdf#119910, where Avast installed UCRT improperly, and we
detected "presence" of it skipping installation of the pre-requisite, then
failed to run LO).
3. The installer in 6.3 was changed to not fail when cannot install UCRT; it
only warns that user might need to install it manually, then proceeds to
successfully finish the installation. This can happen, e.g., if Windows
Installer is disabled/malfunctioning. Of course, in that case, the component
could already be present on system - as I said, we now don't check for its
presence; thus that's only a warning. So, unzipping the installer to work
shouldn't be necessary.
