            Bug ID: 126325
Summary: Exhibition of Headings sub levels are allowed
           Product: LibreOffice
           Version: 6.2.4.2 release
          Hardware: x86-64 (AMD64)
                OS: Linux (All)
            Status: UNCONFIRMED
          Severity: enhancement
          Priority: medium
         Component: Writer
          Assignee: libreoffice-bugs@lists.freedesktop.org
          Reporter: ricky.t...@gmail.com

Description:
Exhibitions of heading sub-levels are allowed even when their main heading
(Heading 1) is not applied to any content.

Steps to Reproduce:
1. On a blank document, add at least one character then apply to it any heading
style superior to one –known as sub-levels– from the available range (example
Heading 2);
2. Not required – Apply chapter numbering to the level 1 and to the level
applied in document; Tools ==> Chapter Numbering..., then apply to them a
number style (example: "1,2,3...").

Actual Results:
Such headings are allowed to be created. Step 2 is also allowed.

Expected Results:
Such headings not allowed to be created. It seemed to me eligible as an
enhancement while it can be as well interpreted as an issue.

Reproducible: Always
