But, first thing is to open Task Manager -> Details page and kill any
soffice.bin or soffice.exe processes if any are hanging around.

Also while there, if you have a printer controller (Brother Control Center is
especially problematic causing the 1303 errors) shut it down.

We'll assume you've checked the hash value of the downloaded installer and it
is correct and complete. Do so if you have not.

Then please run a Command Windows or PowerShell session "As administrator" and
run install from the CLI so you can capture a verbose installation log, i.e.
from the folder holding the installer enter:

"msiexec.exe /i LibreOffice_6.3.4.2_Win_x64.msi /L*v lo6342InstLog.txt" 

(the quotes are not needed unless your have file paths with spaces).

Do that, and if still having issues, you can zip the log file and attach it.
