I can confirm that this bug exists in 4.0 beta 2 on windows XP.
The problem seems to be that on selecting save it does not provide the option
to change the filter settings (which it does allow via file -> save as).
Workaround: use 'file -> save as' and select 'edit filter settings'. The edit
filter settings dialogue has an option quote all text which resolves the
problem.
Suggested solution: when saving a csv libreoffice should automatically quote
text if that was the case in the file loaded.
