Description:
Switching anchor from to page to paragraph attaches the image to header
Steps to Reproduce:
1. Open attachment 121421
2. Insert header on page 1 (by hoovering above page border)
3. Right click the image frame on the second page
4. Anchor to paragraph
Actual Results:
Image attached to header; so visible on all other pages
Expected Results:
Should go to main document, I think. Not sure if their is a way to distinct
header from page
Reproducible: Always
