OP says clipboard holds content made available to other applications. Just not
picked up for paste into a LO calc cell.
So Needinfo to OP as to the same content copied--but then behavior of LO Paste
or Paste Special into a different LO module, i.e. Writer or Impress?
Maybe use a clipboard utility (e.g. Nirsoft's InsideClipboard) and see what
formats your Windows shell is holding on the clipboard, and the priority--done
with and without the 'Ditto' utility enabled.
Suspect to be a dupe of bug 62196, don't think there has been an substantive
work on clipboard contents 6.4 -> 7.0
