I am not the OP, but a random person who just came here to report the same
problem. I am using version 7.0.4.2 on Windows 10. The scrolling speed of mouse
wheel is all right, but with the touch pad (Microsoft precision touchpad:

), the scrolling is too fast, especially when the document is zoomed in (like
the "Optimal" zoom factor).

I do not have this kind of problem with modern browsers like FireFox, even if
the web page has been zoomed in (pinch-to-zoom on the touchpad). When using
170% zoom in FireFox so that a Wikipedia article fits the width of the screen,
swiping up about 1 cm scrolls down the document by about 1 line. Doing the same
thing on Writer, with Optimal zoom, 214%, the document is scrolled down by
about 14 lines.

Please test scrolling with touchpad of on a laptop with a Microsoft precision
touchpad, which is sort of the standard touchpad type for most modern Windows
laptops.
