I cannot repro using Version: 6.4.7.2
Build ID: 1:6.4.7-0ubuntu0.20.04.1
CPU threads: 4; OS: Linux 5.8; UI render: default; VCL: gtk3; 
Locale: en-US (en_US.UTF-8); UI-Language: en-US
Calc: threaded

Opening Ubuntu 20.04's Settings, and going to Universal Access, I click on
Cursor Blinking item under "Typing". It opens a dialog allowing to
enable/disable blinking (checkbox), and control the speed (slider).

Writer reacts to enabling/disabling as expected. Also decreasing the speed from
middle position to the rightmost position changes (slows down) cursor blinking
rate by about two times. However, increasing the speed (moving slider to the
leftmost position) also seems to slow down the cursor, not to make it blink
faster. I controlled the expected increase/decrease of the blinking rate using
gedit (there's no indication on the dialog itself).

I assume that this is related to

important* to provide the asked information - about your LibreOffice, as well
as about your OS. E.g., it might be about your LibreOffice's VCL plugin (gtk3);
or about used environment (Gnome in my case), or about blinking configuration
method (so that some alternative setting could affect other apps, but not
LibreOffice); also about LibreOffice installation method (distro package
manager/PPA/TDF packages/snap, etc.). Please do *not* skip information that
*you* might suppose redundant, just because you wrote about "a number of Ubuntu
& LibreOffice versions". Thanks.
