It is not removed. Save and load is still on the tabs "Line Styles" and "Arrow
Styles" in the dialog, which you get via menu Format or context menu. And
besides using that dialog to generate a .sod or .soe file, you can write such
files in an editor. You only need to put the file in the palette folder to make
them available, similar as with the .soc files.
