Just FYI -- As a Chinese user who has no experience with this ADDLOCAL parameter of msiexec, I'd like to add that while it's true "character" is added as unit when East Asian language (CJK) support is installed, it has always been displayed as "ch" in the UI for me, and I've never seen "CA" used for this.
