Unfortunately, is seems to me the LayoutInCell option in Word not really equals to FollowTextFlow, as that commit maps that. Solution might be introducing a new function something like LayoutInCell to Writer, or introducing a new compat-flag which modifies FllowTextFlow in that cases like this.
