After some discussion on IRC I was able to narrow down core of a strange
Problem with my 
LibO 7.2.1.2 (x64) / LibreOffice Community 
Build 87b77fad49947c1441b67c559c339af8f3517e22, CPU threads: 12; 
OS: Windows 10.0 Build 19042; UI render: Skia/Raster; VCL: win
Locale: de-DE (de_DE); UI: en-US, Calc: CL

STR:
0. unzip attached test kit
1. Launch LibO 7.2
2. From LibO Files Dialog open sample102.odt from test kit
   » LibO opens document, 
     LibO will ask "Would you like to ...update all links?"
3. [Yes]
   » "Document in Use" Message for linked 'lu153164nwu5e.tmp' (or similar) 😥
4. [Cancel] as often as necessary until document has opened.
   » document looks fine

Additional info:
================
a) Saving opened document will not heal the problem, game starts again when
   you will open document again
b) problem depends on that particular DRAW OLE object. 
b1) Until now I was unable to find out what in the DRAWing causes the problem
b2) Test drawing is a saved new version of the DRAWing
c) I created sample102.odt by simply Inserting the drawing with 'Insert →  
   OLE object →  from file →  [x] link object →  [ok]
d) no problem with 
  server installation of LibO  6.4.7.2 (x64), 
  Build 639b8ac485750d5696d7590a72ef1b496725cfb5, CPU threads: 12; OS: 
  Windows 10.0 Build 19042; UI render: GL; VCL: win; Locale: de-DE (de_DE); 
  UI-Language: en-US, Calc: CL
e) Problem is not related to my User Profile. All the same with a newly 
   created User Profile
