Form Controls do nothing in Draw.

1. Create odg file.

2. Open in another *Office to create appropriate Custom Properties. Can't use
Libreoffice for this to to bug 144075.

3. Open in LibreOffice to try to create forms. The Draw Guide says I can do
this in text fields, and the detailed instructions are in thhe Writer Guide.

4. Create a rectangle, add text to the rectangle, open Form Controls turn on
Design Mode, try frantically to get it to do anything. The Writer Guide p. 396
says that if you manage to activate something, the cursor will change. The only
thing that changes is some buttons darken and can't be undarkened without
closing and reopening the toolbar. The cursor never changes.

5. I can't create a text box without getting sick, so can't chack if that acts
differently from text in a rectangle.
