But why is it part of "Creating Documents"? (If creating is used in a very
broad sense, alomost eveything could be part of creating a document)

I agree, but "Navigating and Selecting with the Keyboard" is one aspect of
"Navigating Text Documents" (at least for me)

I also agree, but Navigating and Selecting with the Navigator" and "Using the
Direct Cursor" is not about creating new lines. So I don't understand this part
of your comment.
