you have downloaded and installed a development version of LibreOffice, is this
really what you wanted to do ?

If you did, then you should have realized that some things may not work, and/or
may be broken. One would hope that you would also be familiar with the
requirement that having a Java virtual machine on your operating system is also
a requirement to be able to use LibreOffice Base if you are using the default
embedded database engine HSQLDB.

You have several choices available :

- download and install a version of a JDK that is recognized by LibreOffice on
Windows (the screenshot you posted appears to show a Windows OS window
decoration) - this should allow you to create embedded hsqldb ODB files and use
the database ReportBuilder (which is written in Java);

- activate the experimental options in your LibreOffice configuration and then
choose to work with embedded Firebird ODB files ;

- create an ODB database file that links to a different backend db engine and
which does not require Java in order to function (e.g.
Mysql/MariaDB/Postgresql).
