I believe this regression might be by https://bugs.documentfoundation.org/show_bug.cgi?id=145215#c21 ``` When updating the cross references, the document produces paragraph numbering that continues from a previous paragraph number instead of restarting at 1. Please review "Schedule 6". Schedule 6 starts at paragraph numbering 19.
