Am not convinced that this is NOTABUG.

The LO application bundle should either come with the required permissions on
installation, or else it should bring up a dialog for the user, per Apple's
security guidelines, asking whether the user specifically grants access to
those folders:

The answer given by the Ask link is a workaround.

LibreOffice doesn't correctly implement Apple's security access policy - that's
a bug IMHO. 

Apple's security policy also indicates that apps should re-affirm disk access
to previously configured folders. LibreOffice doesn't do this for all of the
folders which it attempts to access.
