Nobody would also be able to tell why that wouldn't be "automatic" for you -
unless you describe where your documents come from, so why do they *not* have
the standard association of Heading N styles to chapter numbering, as it's
normal in new Writer documents by default, and which makes the match fixed (one
would not be change the outline level in the style settings dialog when Chapter
Numbering is in effect).

So please clarify your steps, describing how did you *arrive* to the state that
you describe. In any case, being able to *manually change* document settings
from the defaults to the state that you describe is fine and wanted - but that
is not supposed to be the default, unless you do that in a template that you
use.
