The issue is still present with LibreOffice 7.2.5.2.0.

According to pdffonts, the empty font is now gone completely:

$ pdffonts ./libreoffice\ pdffonts\ a-1.pdf

This means that there is not even a single character of LiberationSans used as
forms font.

I don't know whether the workaround is acceptable because I don't know how to
do this. Or does LO do this my itself?
