Never seen this.

As commented above, we use F6 and ctrl+F6 as well for accessibility. And that's
why the shift+ctrl+f6 comes in mind.

No, and I wouldn't do.

Off topic here, please file another ticket if you think another shortcut needs
to be changed. In general, we should be very careful here since users might
became used to it.
