Description:
 The lowest character spacing is -2.0 pt, so if I open a document containing 2
characters with lower spacing, e.g. -13.0 pt, LibreOffice Writer compels it to
be -2.0 pt.

 I saw that in earlier versions, at Format > Character > Position > Spacing,
there was a combobox for default, expanded and condensed spacing but now there
is no more.

 Enhancing the character spacing would allow me to combine 2 selected
characters. For example, in Microsoft Word with Cambria Math 12 pt and
character spacing -13.0 pt (also known as condensed 13.0 pt) you can combine
symbols U+21E8 and U+2298. The negative spacing required for combining
characters may vary depending on which they are.

Steps to Reproduce:
1. Set font Cambria Math, 12 pt.
2. Insert U+21E8.
3. Insert U+2298.
4. Select both characters.
5. Format > Character... > Position > Spacing.
6. Input -13.0 pt in the spinner and apply.

Actual Results:
The spacing is forced to be -2.0 pt, which only joins the characters like ae.

Expected Results:
The spacing becomes -13.0 pt and it looks as a white arrow inside a reversed
"do not" sign.
