You have grouped the report by date. There are two rows with the same date.
Both rows will appear in one group.
Seems you want to see the content for every City together with the date. So you
should switch the content from "DATE Kopf" to "CITY Kopf" and set "DATE Kopf"
unvisible.
Also you want to keep a whole group together. Go to
View → Sorting and Grouping
and set Keep together → Whole Group
for the group "CITY".
