This is just exposing some kind of layout bug. The commit is related to bug
41542 adding border spacing even when there is no actual border line. That will
shift things around layout-wise compared to prior commits and thus trigger
layout issues. So not a regression. (I couldn't even get the file to open on
Linux.)
