I downloaded it directly from your bug report and opened it in MS Word. Notice that the bookmark was already there. So, if this DOCX file already had this bookmark before Writer opened it, then LO Writer simply imported it as it should. I should note, however, that it was marked as a "hidden" bookmark (see the marked checkbox in my screenshot "Indicadores ocultos").
