Reproducible in LO 7.3.3.

The format code is changed after saving. For instance, I used #,##0_i000_i000
and it worked fine. But after saving, closing and reopening the file, the
format code changed to #,000000000"  "

The format code informed by the user should have been saved as intended, so
changing this to NEW.
