I don't have a HiDPI display, but I simulated it using the following command
and indeed the Templates dialog is too small.
QT_SCALE_FACTOR=2 SAL_USE_VCLPLUGIN=kf5 ./instdir/program/soffice --writer
The Templates dialog has a fixed width/height of 740 x 500 (see [1])

Removing this fixed size seems to fix the problem.
I'll be submitting a patch.
