I see this problem all the way back to OOo 3.1.1 from 2009:

If you edit a table cell in Draw/Impress, and *do not exit the cell* and save
the document, the last (active, in-progress) edit does not get saved. But if
you leave the cell (e.g., move to the next cell, or exit the table) prior to
the save, it gets saved properly.

Do you actually see the same? Because I cannot see a difference in 7.0 vs. 7.1
or any other version in that regard.
