Description:
When attempting to freeze more than one row (the first 2) they will not stay
showing upon scrolling down.

Instead I can only freeze the first row by selecting "Freeze first row"

Manually selecting does not work, it scrolls as if nothing was ever frozen to
begin with.

Steps to Reproduce:
1. Select first 2 rows
2. go to view >> freeze rows


Actual Results:
Does not freeze them when scrolling down they dissapear

Expected Results:
Keep the first 2 rows visible when scrolling


Reproducible: Always


User Profile Reset: Yes


OpenGL enabled: Yes
