I re-open this as, after experimenting a bit, to mee it looks like it IS an LO
bug, which only appears when using certain themes + LO language packs.

In my case this is "Breeze" theme + German language pack but same issue with
"Adapta" theme for instance.

As can be seen from the attached screenshots '01' and '02', the side bar on the
left hand side can have considerably different width depending on used language
pack, which in turn scales the "LibreOffice" image (bottom left). The image
might then take up the remaining vertical space and hence the window cannot be
maximized.

However,

a) screenshot '01' still shows some remaining space (red hatching), which I
assume is a fixed minimum spacing set in LO (?) and

b) if I switch to a different "smaller" theme, then maximize and immediately
switch back to Breeze theme (a hack) I obtain maximized window with Breeze
theme. Obviously not a proper workaround but as can be seen in screenshot '03'
everything looks OK and there is still some space between LibreOffice image and
"Base" button.


--> Therefore I would suggest to allow for a tighter / no extra spacing between
LibreOffice image and "Base" button.


Feel free to close again if there is no way for LO to change this (although I
cannot imagine what else could be responsible for the spacing).
