Suggesting FLOSS to people does not limit their choice. They can still use any
proprietary tool under the sun (e.g Mendeley, RefWorks, EndNotes), but it is
good to tell people that FLOSS tools do exist that does the same exact job (and
even better).

I'm not familiar with "ESC" acronym. Would you please clarify what does it
stand for.

> Proposal but no requisite is to go with two options

The only viable options are Zoreto and Jabref. I have used both and JebRef
seems to be good for those who only care about the citation and does not care
much about keeping a record of the article itself. As far as I understand,
Jabref is basically a very good front-end to a .bib file (in Zotero, user can
highlight PDF, create notes and etc.). Regardless, if you would like to
mention/suggest two FLOSS tools, Zoreto and Jabref are the most ideal. Sending
people to Wikipedia is good, and it can also be added to aside Zoreto and
Jabref.

In the paragraph above, I used the term "viable" because of the following
reasons:
1. Both software are actively under development
2. Both are cross-platform
3. Both are FLOSS (Free and Libre OpenSource Software)
4. Both have browser extensions
5. In both, the user owns their data and they can choose if they want to put it
on the cloud or not.
