I have used both and JebRef seems to be good for those who only care about the citation and does not care much about keeping a record of the article itself. As far as I understand, Jabref is basically a very good front-end to a .bib file (in Zotero, user can highlight PDF, create notes and etc.). Regardless, if you would like to mention/suggest two FLOSS tools, Zoreto and Jabref are the most ideal. Sending people to Wikipedia is good, and it can also be added to aside Zoreto and Jabref. In the paragraph above, I used the term "viable" because of the following reasons: 1. Both software are actively under development 2. Both are cross-platform 3. Both are FLOSS (Free and Libre OpenSource Software) 4. Both have browser extensions 5.
