Description:
Whenever you get an error, being able to hover over it (just like in
Excel/Google spreadsheet) and getting additional information/solution about the
error.
Here's an example of a hover popup in spreadsheet

Steps to Reproduce:
1. Get an error such as #VALUE!
2. Hover over it
Actual Results:
Nothing, that's what my request is about
Expected Results:
For an hover popup to appear
Reproducible: Always
User Profile Reset: No
