According to the help, the Freeze Rows and Columns command:

"Divides the sheet at the top left corner of the active cell and the area to
the top left is no longer scrollable."

I tested it here and it works as described.

I believe the OP was expecting it to work differently, by always freezing the
first row and column even when a different cell is selected. Is that right?

If so, this is NAB.
