Thanks Seth. I agree with everything, this can be greatly improved and made
more useful and consistent.
One note though: for issue 2, although the Chapter Numbering dialog would be a
better fit, one can still modify the chapter numbering using the Bullets and
Numbering dialog. It is functional, but not ideal nor expected.
