The following code change makes this bug report's documents seem to work
better. However, it fails lots of unit tests, and some of those look awful. Our
algorithms don't work good when the available space is very low - the 1 inch
wrap minimum is easily ignored in many situations.

Just providing this patch as a code pointer. Perhaps it - along with many other
changes - could be part of a "new wrapping algorithm".
