Assume you both are on Windows builds?

We'd be more interested in knowing if rather than disabling Skia Vulkan
rendering, you instead mark the "Force Skia software rendering" checkbox to
shift to raster framing.  GDI+ of default rendering has other affects on the UI
(e.g. the Render context refactoring of META bug 91488 and Flickering UI of
META bug 112889).
