Could you please test again in currently-supported versions, 7.4 or 7.5, and
let us know if your issue persists?
If the issue persists, please tell us exactly which options you ticked in the
Safe Mode dialog.
I can successfully reset my user profile with both options ticked in "Reset to
factory settings".
