Description:
Creating a Send button in a pdf form to send it as an attachment to an email
address does not work. The email application does not open.
However, creating a link to an email address does open the email application.

Steps to Reproduce:
1.Create a form with a text box and a push button named Submit.
2.Set the button control action to Submit Form.
3.Set the form URL to mailto:someb...@gmail.com
4.Set the Frame to _blank, set the submission encoding to URL, set the type of
submission to Get.
5.Save form.
6.Export to fdf or pdf, with structure set to export outlines.
7.Open pdf file.
8.Fill in text box, and click on submit button

Actual Results:
Button flashes, but no email opens, or is sent.

Both Foxit and the default pdf reader in Linux Mint fail.

Expected Results:
Email application should open with correct mailto address and attachment.
