I'm not sure I understand what you mean. As a document author, I may want to
protect

* just field values, not other content (unlikely, but maybe there's a use case
for this);
* all content other than field values (very common);
* both (somewhat common I guess, conditioned on having fields at all).

How, in your opinion, should each of these happen?
