Why do you need to import a presentation into Draw? Same reason. If the slideshow setting "Mouse pointer as pen" is enabled, you can draw on the slides while the presentation is shown. This drawing is done on a layer "DrawnInSlideShow". Impress has no mode to show the layers individually. When you open the presentation in Draw the layers are separated and you can work on the layer "DrawnInSlideShow" which includes to delete this layer to get rid of the drawing. The way .odg > .odp allows to make a drawing usable for MS Office users. It would ease the workflow, when the user no longer needs to go through the advanced import but would be able to produce the desired format as save. This applies to both directions.
