Right, so if the issue is also visible in Totem, we'll have to call this bug
"not our bug" and figure out why the video can't be decoded properly on your
system.

You can try playing the video from the command line with:

totem video.avi

... and see if it outputs anything interesting.

Totem's "could not be found" issue seems to be known:

You can see if uninstalling this package helps:

sudo apt remove gstreamer1.0-vaapi

Further issues with that might be best discussed on a Linux Mint forum?

Regarding LO 7.5 crashing:
It would be great if you could report the issue in a separate report, attaching
the video sample. Do you get a crash report when restarting LO? If so, please
link to it too.
