Reproduced, I did the following:
1. Open attached ODS
2. Check that link to CSV file is functional (allow updating linked data; if
needed, Edit > Links to external file)
3. Copy conditional format from A2:D2 and apply it to A1:D1
4. Conditional format is applied as expected
6. Save and reload: format still there
7. Allow updating data from external file
Result: conditional format on linked cells is lost
