Okay, so i first tested it in safe mode and it did not work, However it would
appear that the auto recovery option was not enabled. 

I do not know why it is disabled by default or why the default is every 10 min. 

I did not think that the recovery option was disabled because before i did the
user profile reset i was still getting the recovery window appearing at launch
saying everything was successfully recovering. So it appears to be a bug which
shows the recovery window despite not having it enabled ? I suppose that could
have been fixed via the user profile reset. 

It is unlikely that that bug was a result of it remembering some previously
installed version as i freshly reinstalled windows so i am not sure what was
causing the recovery windows on startup to show but not work. 

However i have now had atleast 1 successful recovery, so hopefully it remains
that way from now on. Thankyou for your help. 

However i would recommend making the default settings be auto recovery enabled
and at 1 min. I would also recommend allowing down to a 1 second option,
essentially a live auto recovery option for instances where, you write a
reminder or something out just before turning off the computer, where 1min has
not elapsed.
