No, LibreOffice Viewer is not based on Collabora online/LibreOffice online, but a different/separate app which is located inside of the "core" git repository: https://git.libreoffice.org/core/+/refs/heads/master/android/ The Collabora Office app is located in its own repository, as your link shows. I'm personally mostly focusing on keeping the app up to date with other LibreOffice changes, don't really have time for working on improving the editing functionality and am not aware of anybody else currently working on that either, so it seems likely that the editing functionality is going to remain experimental for now.
