reproducible with LO 4.0.2.2 (Win7 Home, 64bit)
the offset does not work, neither -1 nor +1
A workaround could be:
1. Open WRITER
2. Place the cursor where you want to insert the page number
3. Press the F2 key to bring up the formula bar
4. Type in the formula "=page-1" and press the Enter key
Note: Every time the page count changes, you will have to update the formula by
going to the menu Tools -> Update -> Fields or by pressing the F9 key.
